What is a managed residential community?

A Connecticut Department of Public Health licensed residential housing facility that provides room, board, and hospitality services to seniors, typically paired with a separately licensed Assisted Living Services Agency (ALSA) to deliver personal care and support.

In Connecticut, a managed residential community (MRC) is a housing facility licensed by the Department of Public Health to operate as the hospitality and residential side of assisted living. An MRC handles lodging, meals, utilities, housekeeping, laundry, transportation, and social activities for older adults who need support beyond independent living but may not require skilled nursing care.

The MRC model splits operations into two separate licenses. The facility itself operates under the MRC license and focuses on residential amenities and daily living accommodations. Care services-including bathing, medication reminders, toileting assistance, and other personal care-come from a separately licensed Assisted Living Services Agency (ALSA) that contracts with the MRC. This structure allows residents to receive individualized care plans tailored to their needs while living in a managed community setting.

The distinction matters because it clarifies what each provider is responsible for. The MRC must meet building, safety, and hospitality standards. The ALSA must meet care staffing, training, and clinical standards. For residents and families, understanding this split helps identify which provider handles which service, who to call with questions, and how to verify that both the housing and care sides are properly licensed and regulated by Connecticut DPH.
